Death Investigation: 43-year-old deceased/Arrest made

On November 13, 2016, at approximately 7 p.m., police and EMS were dispatched to the 7600 block of 110th Street South on a report of a medical emergency. Upon arrival, officers found an adult female obviously deceased. Due to the nature of the death, the MN Bureau of Criminal Apprehension was requested to assist with the investigation, as were Woodbury Police Department and several other state and federal agencies.

The Ramsey County Medical Examiner’s Office identified the female victim as Amy Louise Allwine, DOB 12/10/1972.

On January 17, 2017 at approximately 9:15 a.m., the victim’s husband, Stephen Carl Allwine, DOB 03/04/1973, was arrested and taken into custody by Cottage Grove police officers for probable cause 2nd Degree Murder.

On January 18, 2017, Mr. Allwine was formerly charged with Murder – 2nd Degree. Mr. Allwine appeared before the Honorable Judge Miles. Bail was set at one million dollars without conditions and five hundred thousand dollars with conditions.

While formal charges have been filed, this remains an active investigation. The Cottage Grove Police Department will not provide additional comment at this time. Please refer to the statement of probable cause for additional information on the investigation. Attached is the signed complaint.
