Planning Division

The Planning Division is responsible for coordinating the review and recommendation for development rezoning, use permits and variances and works closely with the Planning Commission. Other responsibilities include preparing, updating, and implementing the City's: 

  • Comprehensive Plan
  • Trailway Plan
  • Park Master Plan
  • Other long-range and facility planning documents

Zoning Administration

Zoning administration includes preparing and updating the following City Code sections: 

  • Zoning Ordinance
  • Subdivision Ordinance
  • Sign Ordinance
  • Floodplain Ordinance
  • Mining Ordinance
  • Other City ordinances related to planning and zoning

Planning Objectives

These official controls assist in the implementation of the City's long-range planning objectives, and protect the health, safety, and welfare of the community. Zoning enforcement and other related city ordinance criteria are coordinated with the Building Division and Public Safety Department.

Zoning Ordinance

The purpose of the Zoning Ordinance is to ensure sound land management and orderly development of the City. It regulates the types of uses that can occur in each zoning district as well as the specific development standards for each zoning district, which control such details as lot sizes and height, size, and use of buildings. The district boundaries are depicted on the City's Zoning Map. 

The City's Zoning and Subdivision Ordinances are periodically reviewed and revised in order to implement the City's Comprehensive Plan or in response to requests for changes in zoning. Such revisions and requests are reviewed by the Planning Commission and acted on by the City Council after a public hearing.
